Can it replace barium carbonate in a glaze?

In many formulations it can: both act as alkaline earth fluxes and play an equivalent role in the glaze. The substitution is not unit for unit, because their molecular weight and behaviour in the melt differ, so it requires recalculating the composition and checking the result against the actual firing cycle.

It contributes to a stable gloss and a harder surface, with good scratch resistance. That is why it is used in items subject to intensive use, such as tableware and sanitaryware, where the coating must keep its appearance over time.

Yes. It is a raw material in the manufacture of strontium ferrites for permanent magnets, it is used in glass formulations, and it is used in pyrotechnics, where strontium salts are responsible for the red colour of the flame.
